Giuseppe ABBAMONTE

Giuseppe Abbamonte is an Italian lawyer who has been working as a EU Commission official since June 1992. From 1989 to 1992, Mr. Abbamonte has been an Associate in the law firm Allen & Overy in Milan, dealing mainly with commercial law and competition. In the EU Commission, he has worked in five General Directorates (TREN, COMP, SANCO, JLS and INFSO) with responsibilities ranging from State aid control in the air transport sector, mergers in digital media markets, on-line privacy, universal service obligations, net neutrality and the CEO Roundtable on the sustainability of the Internet ecosystem and the broadband investment framework. In June 2012, Mr. Abbamonte has been appointed Head of the new Trust and Security Unit responsible for enhancing Internet security and on-line privacy across the EU and deals both with policy and R&D files. Under his supervision the Unit produced the recently adopted European Cyber security Strategy and the proposal for a Directive on Network and Information Security.


Antonio COLELLA

Advisor to the Italian Atlantic Committee on cyber security, Lt. Col. Colella has been Head of the Security and Information Office at the Italian Army General Staff and Research Director at the Military Center of Strategic Studies, Center for High Defense Studies, Italian Ministry of Defense. His areas of expertise relate to information warfare, cyber intelligence and security strategies, critical infrastructures protection, web mining, and digital profiling.


Arne Bård DALHAUG

Commandant of the NATO Defense College in Rome since 2011, Lt. Gen. Dalhaug has been Military Representative of the Kingdom of Norway to NATO. He has been promoted to Lieutenant General and assigned to the Chief of Defence Staff in 2005. In 2003, he has been appointed Head of the Department of Defense Policy and Long Term Planning in the Norwegian Ministry of Defense. In 2002, he was promoted Major General and headed the Strategic Management Integration Process. He started his military career as a platoon commander in His Majesty the Kings Guard. Lt. Gen. Dalhaug was promoted to Brigadier in 2000 and became ACOS Operations and Resources Management, Joint Staff, CHOD Norway. He completed the Command and General Staff Course at the Norwegian Army Staff College in 1990 and was a student at the US Army Command and General Staff College from 1992 to 1993.


Lazar ELENOVSKI

Vice President of the Atlantic Treaty Association, Lazar Elenovski is the Ambassador of the FYR Macedonia to the Kingdom of Belgium. Minister of Defense from August 2006 to July 2008, he is one of the greatest advocates for the integration of FYR Macedonia in the Euro Atlantic institutions. In the mid-90s, Amb. Elenovski started with the promotion and implementation of the Euro-Atlantic ideas and values in the Macedonian society by founding the Young Europeans for Security (YES) – Macedonia in 1995. He has implemented numerous campaigns and initiatives for the promotion and support of NATO and EU integration processes of FYR Macedonia, the civilization values of the Atlanticism and the democratic development of the country. Known as a great promoter of the cooperation and integration processes of the Western Balkan region, Amb. Elenovski is a founding member of the Central and South Eastern European Security Forum – Balkan Mosaic. From March 2001 until December 2005, he has been Secretary General of the Euro-Atlantic Club of Macedonia and since December 2005 he has been President of the Euro-Atlantic Council of Macedonia.


Ludovica GLORIOSO

Lieutenant Ludovica Glorioso is an Italian Army Officer and a Senior Analyst at the Legal & Policy Branch of the NATO Cooperative Cyber Defense Center of Excellence in Tallin, Estonia. Prior, Lt. Glorioso served as a Legal Adviser in NATO Peacekeeping Operations in the Balkans and Afghanistan. She also held assignments at the Italian Joint Operation HQ and the Army General Staff HQ. Lt. Glorioso holds a Law Degree from the University of Palermo, an LL.M. in European and Transnational Law from the University of Trento. She lectured at the University Roma Tre, Italian Center for High Defense Studies, Cyber Defense Symposium in Italy and World Summit on Counter- terrorism at the Interdisciplinary Center Herzlya.


Victorine HAGE

Victorine Hage is Program Manager at the ATA Cyber Program. She is currently studying at the Hague University of Applied Sciences, finishing a BA in International Safety and Security Management, after completing Minors in Conflict and Peace building, Terrorism and Counterterrorism studies. She is now focusing on Cyber Defense and the private sector. She also completed an internship at the Marshall Center, European Center for Security Studies in Garmisch-Partenkirchen.


John HIGGINS

John Higgins was appointed Director General of Digital Europe, the association for the digital technology industry in Europe, in November 2011, following nine years leading the major UK hi-tech association, Intellect. After graduating from the University of East Anglia with an honours degree in Mathematics and then gaining a Post Graduate Diploma in Accounting and Finance, Higgins began a career in IT. He trained as a systems analyst with the London Brick Company, held senior positions with Ernst & Young and worked in Chicago with leading software company SSA. In 1995 he was appointed CEO of the Rocket Networks, a California based dot.com that provided the world’s first online recording studios. He returned to the UK in 1998 and became Director General of the Computing Services and Software Association, one of Intellect’s predecessors. Higgins holds several memberships and chairs numerous boards and committees internationally and in the UK. He is also a Fellow of the Royal Society of Arts. He was presented with two personal awards for outstanding contributions; first to the association sector in 2004 and then to the IT industry in 2008. The Queen appointed him a Commander of the British Empire (CBE) in 2005 for his services to the UK IT industry.


Enrico LA LOGGIA

President of the Italian Atlantic Committee since 2004, Hon. Prof. La Loggia is member of the Presidency of the Italian Court of Counts and has been President of the Parliamentary Commission for the Implementation of Fiscal Federalism. Minister for Regional Affairs from 2001 to 2006 and member of the Italian Delegation to the NATO Parliamentary Assembly from 2006 to 2008, he has been a member of Parliament in the last twenty years (1994-2013). Professor of State Accounting at the University of Palermo, Faculty of Law, Hon. Prof. La Loggia taught Constitutional Law at the same Faculty and Administrative Law at the Faculty of Economics. Author of numerous essays and works on legal and constitutional subjects, he received awards and acknowledgements in Italy and abroad.


Jeffrey A. LARSEN

Jeffrey A. Larsen has been appointed Director of the Research Division at the NATO Defense College on 1 November 2013. In this position he leads an international research team that provides NATO’s senior leaders with timely analyses and recommendations on current issues of particular concern for the Alliance. Prior to his NATO posting Dr. Larsen served 16 years as a Senior Scientist with Science Applications International Corporation (SAIC) and President of Larsen Consulting Group LLC in Colorado Springs. A retired US Air Force Lt. Colonel, he served for 21 years as a command pilot in Strategic Air Command, as Associate Professor of Political Science and instructor pilot at the Air Force Academy, and as the first Director of the Air Force Institute for National Security Studies (INSS). Dr. Larsen has held a Fulbright NATO Research Fellowship, was NATO’s Manfred Wörner Fellow (2005-06), twice won SAIC’s annual publication prize, and was runner-up for the Navy War College annual publication prize. Dr. Larsen is the author or editor of more than 100 books, journal articles, chapters, and monographs on current issues in national security, nuclear weapons and strategy, WMD proliferation, arms control, aerospace power, NATO, European politics, and strategic culture. Dr. Larsen is a graduate of the US Air Force Academy (BS, Soviet Area Studies), US Naval Postgraduate School (MA, National Security Affairs), Defense Language Institute (German), Air War College, and Princeton University (MA, International Relations, and PhD, Politics, 1991).


Paolo LEZZI

Always involved in entrepreneurial activities and innovative consultancy services primarily in the field of ICT, Dr. Paolo Lezzi is now CEO of Maglan Europe, part of Maglan Group specialized in Cyber Defense. Dr. Lezzi was among Beta 80 Group founders in 1985. He was CEO of the same Group until 1996. In 1996, he founded Enter.it, a pioneering Internet Business Service Provider, of which he was CEO until 2007. Dr. Lezzi has been executive advisor for various companies in the business world. He was one of the founding members and in the Board of Directors of the Italian Association of Internet Providers and of the Consortium Digital Interactive Television Experience. Dr. Lezzi now sits in the Board of Directors of the Milan Study Center in which he leads the Business Protection Department. He has been speaker at various conferences and seminars and, since 2010, he is Chairman of the Board of the Annual Cyber Warfare Conference in Rome. He graduated in 1985 from the Polytechnic of Milan in Electronic Engineering with specialization in Economics and Organization.


Fabrizio W. LUCIOLLI

Secretary General of the Italian Atlantic Committee and Vice President of the Atlantic Treaty Association, Fabrizio W. Luciolli is Professor of International Security Organizations at the Center for High Defense Studies of the Italian Ministry of Defense. He is a regular lecturer in various national and international, military, and academic institutions. Coordinator of Training Courses for military officers and diplomats in the Western Balkans and Middle East, he is Director and promoter of NATO and EU cooperation projects in Central and Southeastern Europe. Prof. Luciolli is also a Consultant on foreign affairs and security matters to various Members of Parliament. He is the author of several papers and articles published in national and foreign journals.


Gen. C.A. Giovanni MARIZZA

Professor of Geopolitics and Crisis Management at the University of Rome "La Sapienza", Lt. Gen. Marizza is expert on strategic issues and international relations. He took part in several crisis management operations and peacekeeping missions in Africa, the Balkans and Middle East, where he has been Deputy Commander of the Multi-National Corps in Iraq (160.000 soldiers from 27 countries). Former Chairman of a NATO planning board, he has been Director of the Institute for Higher Defense Studies. Journalist and writer, he is author of numerous books and essays on geopolitics and military history. He received numerous prestigious awards, such as the French Legion of Honor, the American Legion of Merit, the Bonifacio VIII International Prize and Pope Jean Paul II International Prize.


Liviu MURESAN

Executive President of EURISC Foundation, Dr. Muresan studied at the Faculty of Foreign Trade, Academy of Economic Studies, Bucharest, where he obtained a PhD in Economics. He followed postgraduate courses at the National Defense College Bucharest, the NATO Defense College Rome and the Institut des Hautes Etudes de Defence Nationale in Paris. Dr. Muresan previously held positions as Senior Advisor to the Romanian Government, covering national security and European & Euro-Atlantic integration. From 1993 to 1994, he was Deputy Director of the National Defense College (the first civilian appointed in command position in the Romanian Army after 1990). Since 1995, Executive President of EURISC Foundation, European Institute for Risk, Security and Communication Management. From 2000 to 2001, he was High Representative of the Romanian Government to the Anti-Corruption Initiative of the Pact of Stability (SPAI) and to the Combating Organized Crime Initiative (SPOC). Dr. Muresan holds several key memberships such as: Member of the Scientific Committee – Inter–University Steering Committee on Security Studies (CSS) – OSCE in Bosnia and Herzegovina, since 2001 – Member of the International Expert Team "Reforming the armed forces, police and secret services of the F.R. of Yugoslavia" Center for Democratic Control of Armed Forces (Geneva) and East West Institute (N.Y.). Dr. Muresan published over 250 articles.


Detlef PUHL

Since 2011, Dr. Detlef Puhl serves as Senior Advisor for Strategic Communication to the Assistant Secretary General of NATO for Emerging Security Challenges, delegated from the German Ministry of Defense. From 2008 to 2011, he was Assistant Director at the "Délégation aux Affaires Stratégiques", the Policy Planning Staff of the French Ministry of Defense. From 2002 to 2008, as Associate Dean of the "College for International and Security Studies" at the George C. Marshall Center in Garmisch-Partenkirchen, he worked very closely with the US Department of Defense and US European Command, as well as with the Representatives from Central and Eastern Europe and Eurasia. From 1998 to 2001, he was Director of Press and Information and Spokesman of the German Ministry of Defense. Until then, Dr. Puhl had worked for many years as military and security policy correspondent of the "Stuttgarter Zeitung" in Bonn and Stuttgart.


Wolfgang RÖEHRIG

Wolfgang Röehrig is Project Officer Cyber Defence at the European Defence Agency (EDA). He entered the German Navy as officer candidate in 1985. After completing his studies at the University of the Federal Armed Forces in Hamburg with the degree of MBA in 1990 until 2006 he served in several officer’s positions aboard ships and in staffs of the German Navy and the German Joint Services including several operational deployments (NATO Operation "Sharp Guard", NATO Operation "Active Endeavour", Coalition Operation "Enduring Freedom"). Since the mid-90’s, he specialized beside command & control on communications and information systems support. From 2006 to 2010, he worked as staff officer for the CIS Directorate of Supreme Headquarters Allied Powers Europe (SHAPE), being responsible for the entire spectrum of maritime CIS requirements. Between 2010 and 2012, he served as Senior Staff Officer for national and international cooperation on Information Assurance & Cyber Defence at the German Armed Forces IT-Office (IT-AmtBw), Koblenz. He bears the military rank of a Commander. Since March 2012, he has been at EDA, where he is inter alia responsible for the identification of capability gaps with respect to cyber defense in EU-led military operations, and the development and implementation of solutions for closing these gaps through cooperative projects with EU member states.


Ferdinando SANFELICE di MONTEFORTE

President of the Military Commission of the Italian Atlantic Committee, Vice Adm. (ret) Sanfelice di Monteforte is Professor of History of Military Institutions at the "Catholic" University of Milan, and of Strategy at the University of Trieste – Branch of Gorizia. He served in numerous international assignments. Among them, he has been Italian Military Representative to the Military Committees of NATO and European Union, as well as Commander of the NATO maritime operation Active Endeavour. He is author of numerous books and essays about strategic and military subjects published on Italian, French and American magazines. He received various honours and acknowledgements, such as the NATO Meritorious Service Medal and the NATO and WEU medals for service in the Former Yugoslavia Operations.


Rinaldo VERI

V.Adm. Veri is President of the Center for High Defense Studies, the Italian National Defense University based in Rome. Former Commander of the Naval Forces at the NATO Allied Joint Force Command Naples, he assumed command of the NATO Maritime Forces in the Operation "Unified Protector" in Libya from 23rd March to 31st October 2011. Former Chief of Staff of the Italian Joint Operations Headquarters, V. Adm. Veri held various other prestigious positions, such as Commander Italian Front Line Naval Forces, Commander Italian Maritime Forces, Head of the General Plans Department at the Navy General Staff, and Italian Senior National Representative in USCENTCOM (Florida) for the Operation Enduring Freedom. V. Adm. Veri also commanded the following ships: the FPB Lampo, the corvettes Aquila, De Cristofaro, and Todaro, the frigate Espero and the destroyer Durand de la Penne. During his career, he has been awarded numerous military decorations. Among them, the Afghanistan Campaign Medal, the NATO Meritorious Service Medal, the NATO Medal for Kosovo Service, and the NATO Medal for Operation Unified Protector.


Alessandro ZANASI

Dr. Alessandro Zanasi is CEO of Zanasi & Partners and Advisor of European Commission, European and Middle East governments in Cyber Security/Cyber Intelligence issues. Full member of the European Security Research Advisory Board and of the European Security Research and Innovation Forum, Dr. Zanasi is author of more than 100 publications on Cyber Security and Cyber Intelligence and worked as a researcher in several publicly funded projects. Professor at the Wessex Institute of Technology (UK), he is former Professor of Data/Text Mining and Knowledge Management at Bologna and Modena Universities, of Intelligence Technologies at Paris II and Malta Universities. He was also META Group Inc. (USA) Int’l Program Director, Researcher at IBM Labs in Paris (F) and San Josè (USA) and Responsible of IBM Intelligence in Southern Europe, Middle East and Africa. As a former Carabinieri officer, Dr. Zanasi was in charge of phone calls interception analysis at the Rome Scientific Investigations Center. He graduated in Nuclear Engineering (Bologna) and Business Economics (Modena).
